TSi CS10 features a 1" silk dome Dynamic Balance Tweeter and 2 x 5.25" bi-laminate organic fiber cone Woofer. On the other hand, the Monitor XT35 features a 1" Terylene High-res dome Tweeter and 4 x 3" bi-laminate paper cone Woofer.
Frequency Response
TSi CS10 has a frequency range of 63-24k Hz whereas Monitor XT35 has a frequency range of 57-40k Hz. With a minimum frequency of 57Hz, the Monitor XT35 can go significantly deeper on the low side and provide stronger bass compared to the TSi CS10's min frequency of 63Hz.

Impedance and Sensitivity
TSi CS10 and Monitor XT35 have the same Impedance of 8 ohms but where they differ is the sensitivity levels. TSi CS10 sensitivity is rated at 91 dB and the Monitor XT35's is at 87 dB. This 4 dB difference makes the Polk TSi CS10 a more sensitive speaker compared to Polk XT35, hence will play louder with the same amount of watts.

range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
Monitor XT35 can handle a max power of 200 watts RMS, whereas TSi CS10 has a max power handling value of 125 watts RMS, 75 watts less than the Monitor XT35.
Note that higher power handling does not make a speaker louder: that depends mainly on

Input Type and Bi-Amping / Bi-Wiring
TSi CS10 features 5-Way post type posts and Monitor XT35 has a 5-Way post type posts. None of these speakers feature bi-amping/bi-wiring.

Cabinet Type and Port Position
Both TSi CS10 and Monitor XT35 have rear firing ports. Rear ported speakers generally need more room between the backside of the speaker and the wall compared to sealed and front/bottom ported speakers. Placing the speakers too close to the walls may cause the bass to sound boomy.

These sit in different price classes - Polk XT35 costs roughly 2.5x what Polk TSi CS10 does. Expect it to lead on paper; the question is whether the gap is audible enough in your room to be worth it.

A Polk TSi CS10 B Polk XT35
depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
Polk XT35 is ahead, but only on 1 of the measured areas, and it costs about 2.5x the price. That is a lot of money for a narrow margin on paper - Polk TSi CS10 looks like the sensible buy unless something else about the Polk XT35 appeals to you. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 63Hz anyway, which makes the cheaper Polk TSi CS10 much easier to justify. In a large or open-plan room, Polk TSi CS10 has the cabinet volume to fill it more easily; in a small room, near a wall or at desk distance, Polk XT35 is the easier speaker to get right.
And remember what a spec sheet cannot show: how each looks in your room and whether the finish suits it, what dealer support and warranty are like where you live, and how they actually sound to you. If you can hear them first - ideally with your own music - that will tell you more than any number above.
