R700 features a 1" Pinnacle Ring Radiator Tweeter, a 6.5" Midrange and 2 x 8" Polypropylene Woofer with a Crossover frequency at 350Hz and 2700Hz. On the other hand, the 800F features a 1" Tweeter, a 6.5" Midrange and 2 x 6.5" Carbon-Infused Polypropylene Woofer.
Frequency Response
R700 has a frequency range of 38-38k Hz whereas 800F has a frequency range of 43-25k Hz. With a minimum frequency of 38Hz, the R700 can go significantly deeper on the low side and provide stronger bass compared to the 800F's min frequency of 43Hz.

Impedance and Sensitivity
R700 and 800F have the same Impedance of 8 ohms but where they differ is the sensitivity levels. R700 sensitivity is rated at 88 dB and the 800F's is at 92 dB. This 4 dB difference makes the Paradigm 800F a more sensitive speaker compared to Polk R700, hence will play louder with the same amount of watts.

Power
range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
R700 can handle a max power of 300 watts RMS, whereas 800F has a max power handling value of 250 watts RMS, 50 watts less than the R700.
Note that higher power handling does not make a speaker louder: that depends mainly on

A generation apart: Polk R700 is the newer design, against a 2017 model. Newer is not automatically better, but the older one is more likely to be discounted or near run-out.

A Polk R700 B Paradigm 800F
depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
Neither runs away with it - they trade advantages. Let the "depends" rows and your own room settle it. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 43Hz anyway, so judge these on the other rows instead. In a large or open-plan room, Polk R700 has the cabinet volume to fill it more easily; in a small room, near a wall or at desk distance, Paradigm 800F is the easier speaker to get right.
And remember what a spec sheet cannot show: how each looks in your room and whether the finish suits it, what dealer support and warranty are like where you live, and how they actually sound to you. If you can hear them first - ideally with your own music - that will tell you more than any number above.
