Synchrony T800 features a 1" titanium with ferrofluid cooling and neodymium magnet Dome Tweeter, a 5.25" Midrange and 3 x 8" Cast Basket Carbon Fibre Cone Woofer with a Crossover frequency at 450Hz and 1800Hz. On the other hand, the 702 S3 features a 1" Tweeter, a 6" Midrange and 3 x 6.5" Aerofoil Woofer.
Frequency Response
Synchrony T800 has a frequency range of 21-23k Hz whereas 702 S3 has a frequency range of 46-28k Hz. With a minimum frequency of 21Hz, the Synchrony T800 can go significantly deeper on the low side and provide stronger bass compared to the 702 S3's min frequency of 46Hz.

Impedance and Sensitivity
Synchrony T800 is a 4 ohms speaker compared to the 702 S3 which has a nominal impedance of 8 ohms. Lower impedance speakers, especially the ones that are rated at 4 ohms may put more pressure on the amplifier unit especially when played at high volume levels, so make sure the amp you pair with the Synchrony T800 can provide this impedance level.
These two speakers also have different sensitivity levels. Synchrony T800 sensitivity is rated at 89 dB and the 702 S3's is rated at 90 dB. This 1 dB difference makes the PSB Synchrony T800 a more sensitive speaker compared to B&W 702 S3, hence will play louder with the same amount of watts.

Power
range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
Both handle the same maximum of 300 watts RMS, though Synchrony T800 is rated 20-300 watts and 702 S3 30-300 watts.

Cabinet Type and Port Position
Both Synchrony T800 and 702 S3 have rear firing ports. Rear ported speakers generally need more room between the backside of the speaker and the wall compared to sealed and front/bottom ported speakers. Placing the speakers too close to the walls may cause the bass to sound boomy.

depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
Neither runs away with it - they trade advantages. Let the "depends" rows and your own room settle it. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 46Hz anyway, which makes the cheaper B&W 702 S3 much easier to justify. In a large or open-plan room, PSB Synchrony T800 has the cabinet volume to fill it more easily; in a small room, near a wall or at desk distance, B&W 702 S3 is the easier speaker to get right.
And remember what a spec sheet cannot show: how each looks in your room and whether the finish suits it, what dealer support and warranty are like where you live, and how they actually sound to you.
