Passif 50 features a 1" titanium dome with ferrofluid and neodymium magnet Dome Tweeter and 1 x 6.5" cast aluminum basket, paper cone Woofer with a Crossover frequency at 1800Hz. On the other hand, the S400 MKII features a 0.74" fine weave soft fabric textile aluminum waveguide Tweeter and 1 x 6" paper Woofer with a Crossover frequency at 1800Hz.
Frequency Response
Passif 50 has a frequency range of 50-20k Hz whereas S400 MKII has a frequency range of 33-40k Hz. With a minimum frequency of 33Hz, the S400 MKII can go significantly deeper on the low side and provide stronger bass compared to the Passif 50's min frequency of 50Hz.

Impedance and Sensitivity
Passif 50 is a 6 ohms speaker compared to the S400 MKII which has a nominal impedance of 4 ohms. Lower impedance speakers, especially the ones that are rated at 4 ohms may put more pressure on the amplifier unit especially when played at high volume levels, so make sure the amp you pair with the S400 MKII can provide this impedance level.
These two speakers also have different sensitivity levels. Passif 50 sensitivity is rated at 87 dB and the S400 MKII's is rated at 88 dB. This 1 dB difference makes the PSB Passif 50 a more sensitive speaker compared to Buchardt S400 MKII, hence will play louder with the same amount of watts.

range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
Both handle the same maximum of 200 watts RMS, though Passif 50 is rated 30-200 Watts watts and S400 MKII 40-200 watts.

depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
The usual trade-off: PSB Passif 50 measures better, Buchardt S400 MKII costs about about 14% more% less. Whether that gap is worth the money is the call only you can make - and in a normal room it is often smaller than the numbers suggest. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 50Hz anyway, so judge these on the other rows instead. In a large or open-plan room, PSB Passif 50 has the cabinet volume to fill it more easily; in a small room, near a wall or at desk distance, Buchardt S400 MKII is the easier speaker to get right.
