Drivers
One of the fundamental differences between these two speakers is that R3 Meta is a 3-way design whereas the VELA BS 403 is a 2-way speaker. 3-way designs utilize a midrange driver in addition to the tweeter and woofer on 2-way designs. Designing a crossover for a 3-way speaker is a complicated process and generally increases the overall cost of the speaker.

R3 Meta features a 1" Aluminum with MAT absorber Hard-Dome Tweeter, a 5" Midrange and 1 x 6.5" Hybrid Aluminum Woofer with a Crossover frequency at 420Hz and 2300Hz. On the other hand, the VELA BS 403 features a " handmade JET 5 folded ribbon tweeter Tweeter and 1 x 6" Aluminum/Paper Woofer.
Frequency Response
R3 Meta has a frequency range of 58-28k Hz whereas VELA BS 403 has a frequency range of 41-50k Hz. With a minimum frequency of 41Hz, the VELA BS 403 can go significantly deeper on the low side and provide stronger bass compared to the R3 Meta's min frequency of 58Hz.

Impedance and Sensitivity
R3 Meta and VELA BS 403 have the same Impedance of 4 ohms but where they differ is the sensitivity levels. R3 Meta sensitivity is rated at 87 dB and the VELA BS 403's is at 86 dB. This 1 dB difference makes the KEF R3 Meta a more sensitive speaker compared to ELAC VELA BS 403, hence will play louder with the same amount of watts.
One thing to keep in mind that the lower impedance speakers, especially the ones that are rated at 4 ohms may put more pressure on the amplifier unit comared to higher impedance speakers especially at high volume levels, so make sure the amp you pair with the R3 Meta and the R3 Meta can provide this impedance level.

Power
range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
R3 Meta can handle a max power of 180 watts RMS, whereas VELA BS 403 has a max power handling value of 100 watts RMS, 80 watts less than the R3 Meta.
Note that higher power handling does not make a speaker louder: that depends mainly on

depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
Neither runs away with it - they trade advantages. Let the "depends" rows and your own room settle it. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 58Hz anyway, which makes the cheaper KEF R3 Meta much easier to justify. Match it to your room: we rate KEF R3 Meta the better fit for a large room and a very large room, and ELAC VELA BS 403 for a small room.
