Drivers
One of the fundamental differences between these two speakers is that R3 Meta is a 3-way design whereas the 706 S3 is a 2-way speaker. 3-way designs utilize a midrange driver in addition to the tweeter and woofer on 2-way designs. Designing a crossover for a 3-way speaker is a complicated process and generally increases the overall cost of the speaker.

R3 Meta features a 1" Aluminum with MAT absorber Hard-Dome Tweeter, a 5" Midrange and 1 x 6.5" Hybrid Aluminum Woofer with a Crossover frequency at 420Hz and 2300Hz. On the other hand, the 706 S3 features a 1" Decoupled Carbon Dome Tweeter and 1 x 6.5" Continuum Woofer.
Frequency Response
R3 Meta has a frequency range of 58-28k Hz whereas 706 S3 has a frequency range of 50-28k Hz. With a minimum frequency of 50Hz, the 706 S3 can go significantly deeper on the low side and provide stronger bass compared to the R3 Meta's min frequency of 58Hz.

Impedance and Sensitivity
R3 Meta is a 4 ohms speaker compared to the 706 S3 which has a nominal impedance of 8 ohms. Lower impedance speakers, especially the ones that are rated at 4 ohms may put more pressure on the amplifier unit especially when played at high volume levels, so make sure the amp you pair with the R3 Meta can provide this impedance level.
These two speakers also have different sensitivity levels. R3 Meta sensitivity is rated at 87 dB and the 706 S3's is rated at 88 dB. This 1 dB difference makes the B&W 706 S3 a more sensitive speaker compared to KEF R3 Meta, hence will play louder with the same amount of watts.

Power
range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
R3 Meta can handle a max power of 180 watts RMS, whereas 706 S3 has a max power handling value of 120 watts RMS, 60 watts less than the R3 Meta.
Note that higher power handling does not make a speaker louder: that depends mainly on

Cabinet Type and Port Position
Both R3 Meta and 706 S3 have rear firing ports. Rear ported speakers generally need more room between the backside of the speaker and the wall compared to sealed and front/bottom ported speakers. Placing the speakers too close to the walls may cause the bass to sound boomy.

Physical Specs
The size of a speaker can sometimes be an important decision factor due to space constraints or in some cases purely for esthetic reasons. depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
B&W 706 S3 has the edge on paper, though the margin is not large. The rows marked "depends" may matter more to you than the score does. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 58Hz anyway, so judge these on the other rows instead. Match it to your room: we rate KEF R3 Meta the better fit for a large room and a very large room, and B&W 706 S3 for a small room.
