VELA BS 403 features a " handmade JET 5 folded ribbon tweeter Tweeter and 1 x 6" Aluminum/Paper Woofer. On the other hand, the 705 S3 features a 1" Decoupled Carbon Dome Tweeter and 1 x 6.5" Continuum Woofer.
Frequency Response
VELA BS 403 has a frequency range of 41-50k Hz whereas 705 S3 has a frequency range of 50-28k Hz. With a minimum frequency of 41Hz, the VELA BS 403 can go significantly deeper on the low side and provide stronger bass compared to the 705 S3's min frequency of 50Hz.

Impedance and Sensitivity
VELA BS 403 is a 4 ohms speaker compared to the 705 S3 which has a nominal impedance of 8 ohms. Lower impedance speakers, especially the ones that are rated at 4 ohms may put more pressure on the amplifier unit especially when played at high volume levels, so make sure the amp you pair with the VELA BS 403 can provide this impedance level.
These two speakers also have different sensitivity levels. VELA BS 403 sensitivity is rated at 86 dB and the 705 S3's is rated at 88 dB. This 2 dB difference makes the B&W 705 S3 a more sensitive speaker compared to ELAC VELA BS 403, hence will play louder with the same amount of watts.

range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
705 S3 can handle a max power of 120 watts RMS, whereas VELA BS 403 has a max power handling value of 100 watts RMS, 20 watts less than the 705 S3.

A generation apart: B&W 705 S3 is the newer design, against a 2018 model. Newer is not automatically better, but the older one is more likely to be discounted or near run-out.

depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
The usual trade-off: B&W 705 S3 measures better, ELAC VELA BS 403 costs about about 17% more% less. Whether that gap is worth the money is the call only you can make - and in a normal room it is often smaller than the numbers suggest. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 50Hz anyway, so judge these on the other rows instead. In a large or open-plan room, B&W 705 S3 has the cabinet volume to fill it more easily; in a small room, near a wall or at desk distance, ELAC VELA BS 403 is the easier speaker to get right.
