depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both subwoofers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
DT SuperCube 4000 is the easier recommendation: it leads on most of the measured areas and costs less. Take ELAC Debut 2.0 SUB3030 if one of the "depends" rows describes your room. Check your amplifier first: if it has no subwoofer or preamp output, DT SuperCube 4000 is the only one of these two you can connect at all.
