RP-400M features a 1" Tractrix Horn Tweeter and 1 x 4" Cerametallic Woofer with a Crossover frequency at 1500Hz. On the other hand, the Motion 15 features a 1.0 x 1.4" Folded Motion Tweeter and 1 x 5.25" Aluminum Woofer with a Crossover frequency at 2700Hz.
Frequency Response
RP-400M has a frequency range of 52-25k Hz whereas Motion 15 has a frequency range of 60-25k Hz. With a minimum frequency of 52Hz, the RP-400M can go significantly deeper on the low side and provide stronger bass compared to the Motion 15's min frequency of 60Hz.

Impedance and Sensitivity
RP-400M is a 8 ohms speaker compared to the Motion 15 which has a nominal impedance of 5 ohms.
These two speakers also have different sensitivity levels. RP-400M sensitivity is rated at 93 dB and the Motion 15's is rated at 92 dB. This 1 dB difference makes the Klipsch RP-400M a more sensitive speaker compared to MartinLogan 15, hence will play louder with the same amount of watts.

Power
range is the range of input power in watts RMS that a loudspeaker is designed to handle. Staying
within that range gives nominal performance; driving the speaker beyond its maximum wattage can damage it.
Motion 15 can handle a max power of 200 watts RMS, whereas RP-400M has a max power handling value of 50 watts RMS, 150 watts less than the Motion 15.
Note that higher power handling does not make a speaker louder: that depends mainly on

RP-400M features Custom 5-way tool-less binding posts type posts and Motion 15 has a Custom 5-way tool-less binding posts type posts. None of these speakers feature bi-amping/bi-wiring.

Cabinet Type and Port Position
Both RP-400M and Motion 15 have rear firing ports. Rear ported speakers generally need more room between the backside of the speaker and the wall compared to sealed and front/bottom ported speakers. Placing the speakers too close to the walls may cause the bass to sound boomy.

depends neither is better in the abstract - it turns on your room, your system or how you will use them. Only specs published for both speakers are judged; anything missing on either side is left out rather than guessed.
Which should you choose?
Klipsch RP-400M has the edge on paper, though the margin is not large. The rows marked "depends" may matter more to you than the score does. If a subwoofer is in your plans, the bass gap largely stops mattering - you would be crossing over above 60Hz anyway, so judge these on the other rows instead. Match it to your room: we rate Klipsch RP-400M the better fit for near-field listening and a small room, and MartinLogan 15 for a mid-size room and a large room.
And remember what a spec sheet cannot show: how each looks in your room and whether the finish suits it, what dealer support and warranty are like where you live, and how they actually sound to you.
